Improving the Governance and Quality of the Higher Education Sector
through strengthened management capacity, quality assurance
mechanisms, and institutional accreditation

Component Overview

The objective of this sub-component is to support activities to enhance the overall management capacity of the higher education sector in Bangladesh. Technical assistance will be provided to support implementation of improved management systems, enhanced quality assurance mechanisms, and strengthened accreditation processes.

Improving Higher Education Management

This initiative focuses on implementing performance-based financing schemes, developing a centralized admission system for streamlined student enrollment, and establishing a comprehensive Higher Education Management Information System (HEMIS) to support data-driven decision making across the sector.

Enhanced Quality Assurance Mechanisms

The program will establish IQACs in all 153 universities, provide comprehensive capacity building and training for IQAC members, develop quality assurance frameworks and guidelines, implement self-assessment processes, and establish regular monitoring and evaluation systems to ensure consistent quality standards.

Strengthening of Institutional and Program Accreditation

This component will fully operationalize the Bangladesh Accreditation Council (BAC), develop accreditation standards and criteria, build capacity for accreditation assessors, provide pre-accreditation support for universities, and establish comprehensive program accreditation processes and procedures for institutional excellence.
